FY27 Community Project Funding

Congresswoman Lateefah Simon has submitted funding requests for important community projects in California’s 12th Congressional District to the House Appropriations Committee. 

Under guidelines issued by the Committee, each Representative may request funding for projects in their community for fiscal year 2027 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. 

In compliance with House Rules and Committee requirements, Congresswoman Simon has certified that she and her immediate family have no financial interest in any of the projects she has requested.

Requested Projects 

City of Oakland Ceasefire-Lifeline Project 

  • Proposed Recipient: City of Oakland

  • Description of Project: The funding would be used to enhance the capacity of the City of Oakland Police Department and the Department of Violence Prevention to deliver evidence-based strategies to reduce gun violence and enhance deterrence for individuals who are most likely to be perpetrators of gun violence. This project is an appropriate use of taxpayer funds because from 2012-2018, this strategy reduced homicides by nearly 50%, producing Oakland’s lowest homicide rate in decades. By enhancing the capacity of the Oakland Police Department and the Department of Violence Prevention, this project will directly support a reduction in violence crime and recidivism.

City of Oakland – Expanding Community Response Initiative to Strengthen Emergency Systems (CRISES) Ambassadors

  • Description of Project: The funding would be used to enhance the capacity of the City of Oakland’s Community Response Initiative to Strengthen Emergency Systems (CRISES) Program to expand crisis response and improve public safety outcomes. The project is an appropriate use of taxpayer dollars funds because it will improve the effectiveness of law enforcement by implementing innovative response models that minimize the use of emergency response services (police and fire) for non-violent, non-emergency incidents, and provide the right resources to the right people at the right time.

City of Berkeley – Berkeley Police Department Communications Center Facility Technology Modernization Project

  • Description of Project: The funding would be used to enhance the City of Berkeley Police Department’s Communications Center through the modernization of their communications systems. The project is an appropriate use of taxpayer funds because it will enhance public safety by improving the City’s 911 Dispatch Center to handle rising call volumes and modernizing critical infrastructure to assist in the retention of critically needed emergency dispatchers.

City of Emeryville/Emeryville Police Department Public Safety Equipment For Regional Integration

  • Description of Project: The funding would be used to enhance City of Emeryville’s regional public safety coordination through investments in a mobile command center, deployable emergency scene equipment and integrated incident management software, allowing the Emeryville Police Department to connect with law enforcement partners in Alameda County and the broader region. The project is an appropriate use of taxpayer funds because it will improve the effectiveness of law enforcement by enhancing regional public safety coordination through strategic investments in interoperable public safety equipment and communication technologies. This will improve emergency response times, officer safety, incident coordination and public safety.

City of San Leandro - Regional Emergency Stabilization for Coastal Utility and Emergency Access (R.E.S.C.U.E.) San Leandro Project

  • Description of Project: The funding would be used to stabilize the San Leandro shoreline to protect and rehabilitate a critical segment of the San Francisco Bay Trail for emergency services and residents of San Leandro and the surrounding community from coastal erosion. The project is an appropriate use of taxpayer funds because it will enhance the City of San Leandro’s efforts to rehabilitate the shoreline, prevent erosion, and ensured continued public and emergency service access to the Bay Trail. The San Leandro shoreline and Bay Trail corridor are heavily used by an estimated 90,000 residents and the more than 2.7 million residents of Alameda County and by emergency services.

Samuel Merritt University (SMU) Medical School Research Equipment

  • Description of Project: The funding would be used to purchase research equipment for Samuel Merritt University’s new campus in Downtown Oakland and a faculty practice clinic and interprofessional simulation suite expanding SMU’s Health Sciences Simulation Center. The project is an appropriate use of taxpayer funds because the equipment would support research and clinical training while strengthening Northern California’s healthcare workforce and improving access to care in underserved communities.

City of Alameda/Alameda Police Department Real Time Crime Center (RTCC)

The project is an appropriate use of taxpayer funds because the proposed project would enhance public safety in the City of Alameda and the surrounding area by ensuring that local law enforcement can operate efficiently, make decisions informed by real-time data, and provide a higher level of service to the residents that they are sworn to protect.

Port of Oakland Turning Basins Widening Project

  • Description of Project: The funding would be used to support the first construction contract for infrastructure improvements on the Oakland side of the Port of Oakland’s Inner Harbor Turning Basin. This work includes excavation and dredging associated with widening the basin and the installation of new bulkheads to modernize waterfront infrastructure. The funding will also allow completion of the engineering design phase for waterfront infrastructure improvements on the Alameda side of the project, ensuring that the next phase of construction can proceed efficiently and without delay.

Alameda Point Stormwater Project

Oakland-Alameda Water Shuttle Project

The Station Safety, Security, and Rider Experience Project

The International Boulevard Transit Lane Delineation Project Phase 2

  • Description of Project: The funding would be used to install centerline hardening, reflective channelizers, enhanced pavement markings, and clearer signage at delay hotspots along the “Tempo” Bus Rapid Transit (BRT) corridor, delivering major reliability and safety improvements without major construction.

The Interstate 80 Ashby Interchange Improvements Project

The Oakland Estuary Township Commons Shoreline Project

  • Description of Project: The funding would be used to to advance the design, engineering, and construction of bicycle and pedestrian improvements along the public waterfront promenade connecting Township Commons Park to the future Brooklyn Plaza within the Brooklyn Basin development.

Native American Health Center Medical Expansion Project

  • Description of Project: The funding would be used to expand medical exam rooms and establish an on-site community pharmacy. The project is an appropriate use of taxpayer funds because it would improve access to essential health care services and strengthen the local health care safety net, including by reducing wait times for primary care and pharmacy visits. The Native American Health Center (NAHC) would be able to serve an additional 2,000 patients annually while improving care for its existing patient population of 14,000.

East Oakland Health Center Site Replacement

  • Description of Project: The funding would be used for construction improvements and durable clinical equipment for an Americans with Disabilities Act (ADA)-accessible replacement facility. The funds would also support selective demolition and site preparation, interior clinical build-out including exam rooms, dental space, pharmacy, and lab space, and telehealth and IT hardware infrastructure. The project is an appropriate use of taxpayer funds because the replacement facility would expand access to OB/GYN, pediatric, dental, and substance use disorder care. The funds would allow Baywell Health to see 2,800 new patients and host 8,400 additional visits annually.

Hargrove Music Library Conversion Project

  • Description of Project: The funding would be used to replace UC Berkeley’s aged steam system with efficient, all-electric heating and cooling systems. This would allow for more efficient use of energy, lower utility and maintenance costs, and improve safety for maintenance personnel. The project is an appropriate use of taxpayer funds because it would enhance safety and reduce pressure on the power grid. It will benefit students and local communities with improved energy resiliency as well as investments back into the campus from cost savings resulting from this project.

Lake Temescal Improvement Project

  • Description of Project: The funding would be used to improve water quality, restore habitat, and expand recreational access at Lake Temescal through sediment removal, algae mitigation, and shoreline stabilization. These improvements would prevent lake closures for the public that can last weeks to months. The funding would benefit an estimated 40,000 to 60,000 annual visitors. The project is an appropriate use of taxpayer funds because these improvements will lower maintenance costs by stabilizing the shoreline and controlling erosion. The project would protect public health by addressing declining water quality. This project would also strengthen the local economy by creating jobs, protecting property values, and supporting nearby small businesses to the park.

The Holland Transitional Housing Facility Rehabilitation

  • Description of Project: The funding would be used for targeted rehabilitation of a transitional housing facility, The Holland. This project would address immediate and short-term repairs to stabilize the property and prevent further deterioration, including upgrading the incomplete fire suppression system and replacing inadequate roofing and building envelope materials that have caused ongoing water intrusion issues. The project is an appropriate use of taxpayer funds because it will preserve 72 units of transition housing serving individuals experiencing homelessness in Oakland and addresses urgent safety risks to reduce the risk of injury or loss of life.

Oakland Fire Department Fire Engine Acquisition

  • Description of Project: The funding would be used to purchase a new fire engine to replace an aging, unreliable one. The project is an appropriate use of taxpayer funds because a new engine will improve response times, enhance emergency coverage, and support regional mutual aid. The Oakland Fire Department responds to over 75,000 calls annually, but the majority of the fleet is aging and unreliable. This project will save lives, protect property, and ensure consistent service delivery.
