FY27 Community Project Funding
Congresswoman Lateefah Simon has submitted funding requests for important community projects in California’s 12th Congressional District to the House Appropriations Committee.
Under guidelines issued by the Committee, each Representative may request funding for projects in their community for fiscal year 2027 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding.
In compliance with House Rules and Committee requirements, Congresswoman Simon has certified that she and her immediate family have no financial interest in any of the projects she has requested.

City of Oakland Ceasefire-Lifeline Project
- Proposed Recipient: City of Oakland

- Amount Requested: $985,000
- Description of Project: The funding would be used to enhance the capacity of the City of Oakland Police Department and the Department of Violence Prevention to deliver evidence-based strategies to reduce gun violence and enhance deterrence for individuals who are most likely to be perpetrators of gun violence. This project is an appropriate use of taxpayer funds because from 2012-2018, this strategy reduced homicides by nearly 50%, producing Oakland’s lowest homicide rate in decades. By enhancing the capacity of the Oakland Police Department and the Department of Violence Prevention, this project will directly support a reduction in violence crime and recidivism.

City of Oakland – Expanding Community Response Initiative to Strengthen Emergency Systems (CRISES) Ambassadors

- Description of Project: The funding would be used to enhance the capacity of the City of Oakland’s Community Response Initiative to Strengthen Emergency Systems (CRISES) Program to expand crisis response and improve public safety outcomes. The project is an appropriate use of taxpayer dollars funds because it will improve the effectiveness of law enforcement by implementing innovative response models that minimize the use of emergency response services (police and fire) for non-violent, non-emergency incidents, and provide the right resources to the right people at the right time.

City of Berkeley – Berkeley Police Department Communications Center Facility Technology Modernization Project

- Description of Project: The funding would be used to enhance the City of Berkeley Police Department’s Communications Center through the modernization of their communications systems. The project is an appropriate use of taxpayer funds because it will enhance public safety by improving the City’s 911 Dispatch Center to handle rising call volumes and modernizing critical infrastructure to assist in the retention of critically needed emergency dispatchers.

City of Emeryville/Emeryville Police Department Public Safety Equipment For Regional Integration

- Description of Project: The funding would be used to enhance City of Emeryville’s regional public safety coordination through investments in a mobile command center, deployable emergency scene equipment and integrated incident management software, allowing the Emeryville Police Department to connect with law enforcement partners in Alameda County and the broader region. The project is an appropriate use of taxpayer funds because it will improve the effectiveness of law enforcement by enhancing regional public safety coordination through strategic investments in interoperable public safety equipment and communication technologies. This will improve emergency response times, officer safety, incident coordination and public safety.

City of San Leandro - Regional Emergency Stabilization for Coastal Utility and Emergency Access (R.E.S.C.U.E.) San Leandro Project

- Description of Project: The funding would be used to stabilize the San Leandro shoreline to protect and rehabilitate a critical segment of the San Francisco Bay Trail for emergency services and residents of San Leandro and the surrounding community from coastal erosion. The project is an appropriate use of taxpayer funds because it will enhance the City of San Leandro’s efforts to rehabilitate the shoreline, prevent erosion, and ensured continued public and emergency service access to the Bay Trail. The San Leandro shoreline and Bay Trail corridor are heavily used by an estimated 90,000 residents and the more than 2.7 million residents of Alameda County and by emergency services.

Samuel Merritt University (SMU) Medical School Research Equipment

- Description of Project: The funding would be used to purchase research equipment for Samuel Merritt University’s new campus in Downtown Oakland and a faculty practice clinic and interprofessional simulation suite expanding SMU’s Health Sciences Simulation Center. The project is an appropriate use of taxpayer funds because the equipment would support research and clinical training while strengthening Northern California’s healthcare workforce and improving access to care in underserved communities.

City of Alameda/Alameda Police Department Real Time Crime Center (RTCC)

- Description of Project: The funding would be used to establish a Real Time Crime Center (RTCC) for the Alameda Police Department to improve operational efficiency of the Alameda Police Department. The project is an appropriate use of taxpayer funds because the proposed project would enhance public safety in the City of Alameda and the surrounding area by ensuring that local law enforcement can operate efficiently, make decisions informed by real-time data, and provide a higher level of service to the residents that they are sworn to protect.
