FY26 Community Project Funding

Congresswoman Lateefah Simon has submitted funding requests for important community projects in California’s 12th Congressional District to the House Appropriations Committee. 

Under guidelines issued by the Committee, each Representative may request funding for projects in their community for fiscal year 2026 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. 

In compliance with House Rules and Committee requirements, Congresswoman Simon has certified that she and her immediate family have no financial interest in any of the projects she has requested.


Requested Projects

Project Name: Department of Violence Prevention Enhancements (Operation Ceasefire)

  • Proposed Recipient: The City of Oakland

  • Amount Requested: $1,860,000 
  • The funding would be used to enhance the capacity of the City of Oakland’s Department of Violence Prevention to deliver intensive life coaching and violence interruption services for individuals who are most likely to be victims or perpetrators of gun violence in the next 90 days.  The project is an appropriate use of taxpayer funds because from 2012 to 2019, Oakland’s implementation of this model became a national example for other cities to follow. By helping to restore the capacity and functionality of the Department of Violence Prevention, the project will directly support a reduction in violent crime and recidivism.

Project Name: University of San Francisco Children’s Hospital Oakland Pediatric Blood Disorder Research Center

  • Description of Request: UCSF Benioff Children’s Hospital Oakland seeks to establish a pediatric blood disorder research center to advance discovery on blood diseases affecting children. This groundbreaking research center would house investigators dedicated to translating basic research into innovative, curative therapies that would directly benefit our patients and children across the world suffering from blood conditions, including sickle cell disease, thalassemia, leukemia, and bone marrow failure.

Project Name: The Martin Luther King Jr. Regional Shoreline Public Access Project

  • Description of Request: The funding would be used to embrace green infrastructure as a nature-based solution to enhance water quality.  By strategically incorporating permeable surfaces, native plantings and vegetative buffers, the project seeks to naturally filter and manage stormwater runoff.  These nature-based interventions aim to reduce pollutants, sedimentation and nutrient runoff into the San Leandro and San Francisco Bays and the greater watershed, promoting a healthier aquatic ecosystem.

Project Name: Public Safety Security Equipment at Northeastern University Oakland

  • Description of Request: The funding would be used to purchase Emergency Blue-light Phone Towers and security cameras necessary to better equip campus and local public safety to adequately support Oakland’s 135-acre campus and surrounding neighborhoods.  The project is an appropriate use of taxpayer funds because it directly purchases critical safety equipment, benefiting not just students/faculty, but non-Northeastern affiliated members of the Oakland community who use the grounds, walking trails, and athletic facilities. This includes the Julia Morgan School for Girls, Mills Children’s School, and Las Semilitas Cooperative Preschool, who are all housed on the college campus.

Project Name: The San Leandro Shoreline Development Project

  • Description of Request: The funding would be used to create a regional park along the East Bay shoreline with investments in clean water infrastructure and new recreation opportunities for residents. This would allow the city to improve wastewater and stormwater infrastructure at the site to protect the public health of constituents and the environment and aquatic resources along the watershed.

Project Name: Samuel Merritt University, Oakland City Center’s Campus Research Equipment

  • Description of Request: The funding would be used to purchase research equipment for Samuel Merritt University’s new campus in Downtown Oakland. The project is an appropriate use of taxpayer funds because the proposed equipment would support clinical, pedagogical, and social-determinants research that will help prepare practice-ready professionals for effective leadership in the healthcare industry.

Project Name: East Bay Regional Fire Training Facility

  • Description of Request: This funding would be used for the East Bay Regional Fire Training Facility. The East Bay Regional Fire Training Consortium is comprised of Richmond, El Cerrito/District of Kensington, Albany, and Berkeley. Phase 1 is to build out the East Bay Regional Fire Training Facility to use for first responder training. Training is a critical component of maintaining a workforce that is adequately prepared to engage in emergency response work. Responders encounter a variety of high-risk, low-frequency emergency scenarios that must be mitigated with little room for error.

Project Name: Adeline Complete Street and Ashby BART Transit Plaza

  • Description of Request: This funding would be used to create a new pedestrian and public transit plaza along the west side of Adeline Street adjacent to Ashby BART. The project will redesign approximately 0.55 miles of Adeline Street from Ashby Avenue to the southern city limits to make it safer for pedestrians, bicyclists, and transit riders, closing a crucial gap in the Berkeley bicycle network, connecting downtown Berkeley and Oakland, while creating opportunities for public open space.

Project Name: Lincoln Avenue/Marshall Way/Pacific Avenue Corridor Improvement

  • Description of Request: This funding would be used to make safety and mobility improvements to the Lincoln Avenue/Marshall Way/Pacific Avenue Corridor Improvement Project that connects neighborhoods across the City of Alameda, CA and serves multiple destinations including schools, commercial districts and parks.

Project Name: BART LED Lighting Program 

  • Proposed Recipient: San Francisco Bay Area Rapid Transit District (BART)

  • Amount Requested: $1,700,000
  • Description of Request: This funding will support the materials and labor to replace fluorescent tubes with LEDs in nine BART stations: Coliseum, Downtown Berkeley, Fruitvale, Lake Merritt, MacArthur, Rockridge, San Leandro, North Berkeley, and West Oakland.

Project Name: 40th Street Multimodal Project

  • Proposed Recipient: City of Emeryville, CA

  • Amount Requested: $2,000,000
  • Description of Request: This funding would be used for transportation infrastructure improvements along 40th Street from Adeline to Christie Avenue in Emeryville, CA, which also connects to the City of Oakland, CA. The funding requested will enhance last-mile connections to and from multiple job centers and vital community retail hubs in Emeryville using alternative modes of transportation. This project includes dedicated bus-only lanes, two-way separated Class IV bikeway, bicycle-pedestrian intersection enhancements, and upgraded bus stops, while fostering equitable access and sustainable living. This project directly addresses the barriers to community connectivity, promotes the growth of construction jobs, supports small businesses, and connects the region.

Project Name: City of Oakland Capital Improvements for Core Service Providers

  • Proposed Recipient: City of Oakland

  • Amount Requested: $1,950,000
  • Description of Request: This funding would be used to facilitate a City of Oakland partnership with the Magnolia Women's Recovery Program (Magnolia) and Fred Finch Youth Center to help provide core services to those in most need. Funding at Fred Finch would rehabilitate a commercial kitchen and cafeteria for non-minor, dependent foster youth and permanent supportive housing tenants. Funding for Magnolia would support a women’s recovery program that offers transitional housing in Oakland to advance recovery and employment outcomes with purchase of transitional housing in Oakland. The facility would consist of 16 small apartments and 3 kitchens designed to serve pregnant and postpartum women who are experiencing homelessness and/or who are domestic violence survivors. Safe and culturally competent wraparound services will be provided. Residents & children can stay up to 2 years, progressing through a step-up program.

Project Name: Brooklyn Basin Blight Removal and Shoreline Improvements Project

  • Description of Request: This funding would be used to remove blight and illegally dumped materials along the estuary which will not only help address visual blight and pollution but will also enhance outdoor access by extending the Bay Trail. In addition, funding is needed to raise the shoreline to address sea level encroachment.

Project Name: Peralta Community College District Manufacturing and Fabrication Pathway Lab (FabLab)

  • Description of Request: This funding would be used to build the capacity of PCCD's Manufacturing and FabLab facilities, which provide students with access to the tools and experience required for successful digital fabrication careers. Digital Fabrication, which uses computers, software and modern manufacturing techniques and equipment to make things quickly and precisely, is the future of the fields of manufacturing, construction, architecture, healthcare, biomedical, and research fields. The funding will be used to purchase state-of-the-art equipment and software and implement structured training programs for students to enhance their skills in both basic and advanced digital fabrication techniques, while learning in a safe working environment. The funding will also support community engagement and outreach programs to showcase the capabilities of the FabLab and foster partnerships with local business, schools and organizations.
